Overview: General Statement of DutiesPerforms complex
professional and technical work managing, directing, coordinating,
and supervising the timely and appropriate delivery of Child
Welfare Social Work programs. -Distinguishing Features of the Class
-An employee in this class is responsible for assisting with
decision making and program management, including supervision of
Social Workers and SW Supervisor III's in the delivery of Child
Welfare Services, and currently provides direct support to and
supervision of -Permanency Planning Supervisors. - This position is
a member of the Child Welfare Management team and the broader
Agency Management Team. - - - -Illustrative Examples of Work -
Assesses present and future needs of
the Child Welfare Service program and staffing requirements;
establishes short and long-range goals for the unit and
communicates to the Social Work Program Administrator, Deputy
Director, and Agency Director what is needed to accomplish
goals.Facilitates meetings with the staff, disseminates policy and
guidance at those meetings and relays appropriate information to
the Social Work Program Administrator, Deputy Director, Director
and/or Management Team members as appropriate.Assures that all
policies and procedures (as set out by federal, state and locate
mandates) are clearly followed and documentedEvaluates the Child
Welfare Service program through various tracking methods.Works with
local community and State agencies to design service delivery
systems that will be effective in addressing the needs of
families.Provides ongoing consultation on permanency planning
cases, removals, placement disruptions, -special investigations,
fatalities, and complex cases; reviews case records.Investigates
complaints to determine if there was compliance with good social
work practice, as-well-as adherence to policy and law.Offers
solutions for ineffective operations to the Social Work Program
Administrator, Deputy Director, and Agency Director.Monitors staff
performance; conducts performance appraisals on supervisors and
reviews/approves all appraisals of line staff.Determines training
needs and compliance with State training requirements; works with
the Quality Assurance Team to develop in-house training; and
provides orientation and training for supervisors.Oversees
disciplinary process for line staff and supervisors through
investigation of infractions; documentation of oral and written
warnings/disciplinary action are provided to the Deputy Director
and the Agency Director. Receives applications, conducts interviews
and reference checks and recommends new hires to the Agency
Director.Participates in the development of budget for Child
Welfare along with the Deputy Director, Program Administrator and
Agency Director; identifies over expenditures, unexpected needs and
possible remedies.Adheres to state, federal, county and
department's policies, rules, and regulations This position is
required to perform mandatory emergency shelter duty should the
need arisePerforms other duties as assigned -This position performs
supervision to staff during On-Call for after-hours, weekends and
holiday coverage for CPS and disaster related duties and shelter
openings -Recruitment and Selection Guidelines -Knowledge, Skills
and Abilities
Thorough knowledge of principles,
methods, and techniques of efficient program administration.Must
have excellent communication skills.Must have good supervisory and
office administration skillsAbility to work with budgets;
accounting skills.Ability to plan and evaluate programs.Ability to
maintain and review data, identify trends, create reports and
presentations General knowledge of social, medical, mental health
and economic factors of the community (population) served.Ability
to plan, coordinate and direct staff within a variety of
disciplines (technical, clerical, professional and medical).
Ability to understand, interpret and apply laws and policies to
specific problems relating to agency activities.Ability to
establish and maintain effective working relationships with agency
personnel, County officials, clients and the general public.
-Physical Requirements -
Must be able to physically perform
the basic life operational support functions of climbing, reaching,
standing, walking, fingering, grasping, talking, hearing and
repetitive motions. Worker performs light work exerting up to 20
pounds of force occasionally, and/or up to 10 pounds of force
frequently, and/or a negligible amount of force constantly to move
objects. Worker is required to have close visual acuity to prepare
and analyze data and figures, work on a computer terminal and
perform extensive reading.The worker is subject to inside
environmental conditions: Protection from weather conditions but
not necessarily from temperature changes.Worker is not
substantially exposed to adverse environmental conditions (such as
in typical office or administrative work). -Education and
Experience
Masters Degree in Social Work from an
accredited school of social work and three years of social work or
counseling experience, two of which was in a supervisory capacity;
or a Bachelor's degree from an accredited school of social work and
four years of social work experience, two of which were
supervisory; or a master's degree in a counseling field and four
years of social work or counseling experience, two of which were in
a supervisory capacity; or a four year degree in a human service
field or related curriculum including at least fifteen semester
hours in courses related to social work or counseling and five
years of social work or counseling experience, two of which were
supervisory; or graduation from a four year college or university
and six years of experience in rehabilitation counseling, pastoral
counseling, or a related human services field providing experience
in techniques of casework, group work, or community organization,
two of which were in a supervisory capacity; or an equivalent
combination of training and experience. -Licenses and
